The Metro NY Executive Board is dedicated to advancing the profession of law enforcement intelligence analysis across the metropolitan New York region. As a team, we are committed to supporting our members through training, networking, and professional development opportunities that strengthen both individual skills and collective capabilities.
Our board members serve with a shared sense of dedication and collaboration, working to provide resources, foster inter-agency partnerships, and encourage the exchange of ideas that enhance the success of analysts in the field. We believe in building a supportive community where analysts at every stage of their careers can connect, learn, and contribute to the broader mission of public safety.
President
Anna Sleiman
Anna Sleiman is an Intelligence Analyst with the Suffolk County Sheriff’s Office, where she has been serving for over two years. In her role, she specializes in intelligence gathering, threat assessments, and analytical reporting to safeguard correctional infrastructures.
With more than 25 years of frontline experience as a correctional officer, Anna has worked across a wide range of facilities including immigration detention centers, juvenile detention, and 18 years in federal penitentiaries at medium, maximum, and super-maximum security levels. This extensive operational background provides her with a unique perspective and depth of expertise that informs her current intelligence work.
Anna pursued her studies primarily in Canada, earning an Associate’s Degree in Legal Technologies (civil and criminal) and later completing a Bachelor’s Degree in Sociology. She is fluent in English, French, Arabic, and Spanish, which enhances her ability to work across diverse environments and communities.
Her professional training includes advanced certifications in criminal analysis, instructor-level qualifications, and crisis negotiation. Combining academic knowledge, operational experience, and specialized training, Anna brings a comprehensive and strategic approach to intelligence and corrections security.
Vice President
Dr. David S. Byrne
Dr. David S. Byrne is an Assistant Professor of Criminal Justice and Homeland Security at St. John’s University in Queens, NY with a focus on Intelligence and Criminal Investigations. Prior to this appointment, Dr. Byrne’s career spanned over a decade and a half in Law Enforcement Intelligence focusing on transnational criminal organizations and Homeland Security Investigations. Dr. Byrne was cross designated as a Special Detective Investigator for the Manhattan, Queens County, & Richmond County NY District Attorneys’ offices and for the U.S. DOJ Eastern District of NY.
Dr. Byrne earned his Ph.D. in Information Science (with a specialization in Criminal Justice Technologies) and a Master of Science in Criminal Justice from LIU Post, NY, and an MLS from St. John’s University, NY. Dr. Byrne was also on the faculty at SUNY Farmingdale State College, NY where he taught Intelligence Foundations, Computer Forensics, and Crime Scene Investigations, and was the recipient of the prestigious SUNY Chancellor’s Awards for Excellence in Teaching (2023-2024).
Dr. David Byrne is the author of the two texts: Intelligence Analysis for Criminal Investigations and Crime Scene Investigations, and his research interests include enhancing intelligence studies and criminal justice education via simulations and technology, cybercrime, forensic science, digital privacy, OSINT, and organized crime.
Treasurer
Lori Besen
Lori Besen is an intelligence analyst with more than 15 years of experience supporting federal, state, and local law enforcement agencies. She currently serves as a Senior Security Analyst with the Port Authority of New York and New Jersey, where she conducts intelligence gathering, threat assessments, and risk analysis to safeguard critical infrastructure. She holds an active Secret-level clearance granted by the Department of Homeland Security.
Her prior roles include Senior Crime Analyst at the Westchester County Intelligence Center, Crime Analyst for the NY/NJ HIDTA, and Investigative Analyst for the NYC School Construction Authority Inspector General’s Office. With a Master’s degree in Negotiation and Conflict Resolution from Columbia University and extensive training in counterterrorism, telecommunications, and open-source intelligence, she is recognized for delivering actionable insights that strengthen interagency collaboration and protect the New York–New Jersey region.
Secretary
Danielle R. Scandiffio
Danielle Scandiffio is a Field Intelligence Analyst with the National Insurance Crime Bureau (NICB), assigned to the New York Medical Fraud Task Force. She has nearly a decade of experience supporting complex investigations across law enforcement and regulatory agencies, including the New York City Police Department, the Manhattan District Attorney’s Office, and the Nassau County District Attorney’s Office.
Danielle specializes in intelligence-driven analysis supporting investigations into medical and insurance fraud, financial crimes, cyber-enabled threats, and violent crime. She is a strong advocate for inter-agency collaboration and structured information sharing to enhance investigative outcomes.
She holds a Bachelor’s degree in Forensic Psychology from Florida Institute of Technology and a Master’s degree in Criminal Justice from John Jay College of Criminal Justice. Danielle is a founding member and current Secretary of the Metro NY Chapter of the International Association of Law Enforcement Intelligence Analysts (IALEIA), and the Secretary of the New York Association of Law Enforcement Analysts (NYALEA), where she supports professional development and training for analysts across the region.
